Pneumatic test system volume

We are going to perform pneumatic test of synthesis gas loop at 3000 Psig and the volume of the whole loop is 360 cu. m (12713 cu. ft). I want to know
1) Is it safe to pressurize this big loop in a single portion?
2) If yes! then what precaution should we take to carryout this test?
3) If no! then what should be the maximum volume that can be tested in a single go at 3000 psig?
4) Are there any standards for system volume calculations for a given pressure available?

1) Safe with precautions
2) Estimate the stored energy, safe distance and comply with that. Get the whole site evacuated.
3) I haven't seen any limitations in any code standard. Calculate the stored energy and safe distance and present to your management. See what they say.
4) Some material in ASME PCC-2 has been given regarding pneumatic testing. Look into that which may help you through.
