Mechanical Completion Walkdown & Safety Review

What is the basic coverage of a mechanical completion walkdown and then a PSSR, pre-startup safety review?
Should mechanical completion walkdown be considered as a another check before we perform PSSR or just to ensure completion of the works at site?
I am referring to the changes implementation at plant.

Focus of mechanical walkdown is not on safety aspects rather than checking the completion of all works including;
Equipment installed as per drawings (GA, P&IDs, isometrics)
Correct materials, ratings, metallurgy
Piping completed, supports installed, spring supports set
Welding completed, NDT done, PWHT done
Valves installed correctly (orientation, tagging)
Instruments mounted, impulse lines installed
Electrical cabling terminated (physical only)
Rotating equipment alignment completed
Insulation / painting completed (or punch-listed)
No temporary blinds, scaffolding, construction debris
All construction punch items closed or classified (A/B/C)

This would then trigger initiating a pre startup safety review supported through a checklist developed by HSE.

And this was exactly I was thinking earlier on but the participants while performing a mechanical walkdown talk about the safety aspects which is quite challenging to address.
Or the other situation which normally happens is during PSSR, we find out that the mechanical completion, total installation is yet not completed.
How this situation should ideally be handled?

What we have learnt here the introduction of a mechanical acceptance before PSSR is even called for.
I truly understand this situation and have experienced this especially with external Contractors, asking for PSSR straight away.
That call most of the times ended up with pointing out the incomplete works.
Just a very small example is open flanged joints post hydrostatic testing, and we are performing PSSR.
