What are the guidelines to perform hydrojetting of exchangers?
What are the pressures we do and what are the limits?

Talking about the major American construction or repair codes for equipment exposed to hydrojetting for cleaning purposes, there is no pressure reference provided.
There are certain other guidelines including WJTA (Water Jet Technology Association), and EN Standards however may not be directly linking the pressure limits.

Industry here operates hydrojetting operations from 1000 bar - 1500 bar for most of the applications, and believe that any exposure beyond 2500 bar should be applied after considering necessary tube conditions (applying NDT).

And that too has been our reference as we know however I was looking for some supporting documents.
15,000 psi is what we know should take a lot of stuff off + 20,000 psi is something we get careful and does not support idea of going beyond this.
Equipment integrity & repair codes & standards does not specify anything on this, and leave to the judgement of the competent staff maintaining the equipment.
