Considering a reasonable sized petrochemical unit, how many plant /process /mechanical changes should be considered as "too many" changes?
Looking for thoughts here.

You would be having this idea yourself as well that there would not be a specific number to call for this "too many" however, I truly believe that this kind of question should be asked within the organization to ascertain what exactly they are capable to handle and what they are actually handling. Operations & maintenance personnel calling for frequent MOCs may provide indicators that there are issues somewhere in engineering design itself or the construction practices.
Now what we have is for our medium sized site, 20 changes are normally coming up through our SOC process.
Temporary are anywhere from 10-15 in number, which I believe is on the higher side. Ratio here is greater than 50%.
We have dedicated team managing all these changes, and the work as I see is well distributed for its engineering studies, procurement times, and executing the changes.

A very important thread.
In my opinion, this is connected with the teams handling all these changes.
But obviously, there must be some indicators providing an overview of how the changes are being managed.
At our plant, we have a regular change management audit which is performed by a nominated team assessing this all supported through a checklist.
Aged /overdue changes are identified, and further risk assessed but these tasks are eventually done by the teams handling these changes.
We have process & then maintenance responsible for this. As I see we have aged changes but none of them is without an UNKNOWN status or carrying a risk detrimental for plant operations & integrity. This assurance is provided by process team.
