Safe Operating Windows vs Integrity Operating Windows

Mandatory is to have safe Operating Windows listed, monitored, reported, adjusted when needed through a change review. Most of the sites, I have been on, I have seen them existing if not well managed but they were all there.
Coming to integrity operating Windows, I have not seen them at all sites or sometimes site personnel treating safe Operating windows reporting itself covering integrity requirement which is ofcourse not right.
Looking forward to hear some thoughts on this please.

That is exactly what has been mentioned in API 584 that at some facilities Integrity Operating Windows are taken as Safe Operating Limits. And what I could understand is that there is no issues in doing that. A scenario where no integrity windows have been defined is another case having potential risk that within safe operating limits, there may be some parameters not included to be observed which could eventually pose some integrity threat.
Like measuring moisture in a hydrocarbon stream which could make that corrosive could be a parameter not even considered while establishing safe operating limits.

The whole exercise of defining the safe operating limits & integrity operating windows may differ and need inputs of separate teams.
Teams responsible to maintain integrity of the plant may not look into the safe operating limits and vice-versa.
The best approach here is to conduct the review & finalization of integrity operating windows first with the involvement of teams responsible for mechanical integrity part and then plan the sessions to define safe operating limits considering the defined integrity operating windows.
This all should then be documented and consent is required to be taken by both operations /process and mechanical integrity teams. Any exceedance thereon with respect to the defined windows must then be reported. All limits which are integrity operating windows should be tagged with a prefix or a suffix so that in case of any exceedance, responsible mechanical integrity team should be alterted without delays.
Not every safe operating limit is an integrity threat however every integrity threat should be considered as a safe operating limit.
