There are quite a few things to understand here when performing CBA:
1. Should not be used to eliminate any statutory requirements
2. Not to consider the costs requiring for recommended good practices
3. Should not be used to have intolerable risks
However, a very useful analysis considering DF (Disproportionate Factor) and using for the concept of bringing the risk to as low as reasonable practicable.
