What I know is that Fiberglass Tank & Pipe Institute has published some document on this which is followed by some inspection and repair service providing agencies.

I do not know about the standards against which repair job on FRP or PVC piping is done but at our site, inspectors perform inspections and recommend replacements if needed. Moreover, very less damage can only be repaired and through some compounds mixed in the service so that they heal the damaged area like small crack or any cavity.

What is the line service conditions and the type of defect?
Clamping with neoprene sheet may be an option to go.
