Quality Control Plan for Cooling Towers

At our site, we have to undertake an expansion project for cooling towers. Two new cooling towers have to be added.
Right now, we are making out a consolidated quality control plan for all the activities.
I would appreciate if somebody shares a generic QC plan for cooling towers.

Would it be of a civil structure?
Normally the vendor / manufacturer of the whole unit must provide you with the basic checks which you must make during the construction / installation activity.
In general following checks must be made:
1. Foundation positioning checks
2. Basins dimensions verifications
3. Alignment of the whole structure
4. Where applicable bolt tightening verification
5. Visual inspection of internals installation with drawings
6. Foundations positioning for motors and fans
7. Alignment checks of motors and reduction gears
8. Verification of fan blade inclination
9. Clearance of blades from stack
10. Centering of Stack and its anchorage
11. All connected piping inspection
12. Visual, dimensional and alignment checks of louvers and drift eliminators
13. Platforms, gratings, internal ladders visual examination
14. Inspection of dampers
15. Lining and coating inspection
Remembering more...
Final checks, documentation verification and basin's leak test would complete the QC plan.

Very well documented by Ben.
Exxon International Practices also have a chapter on "cooling towers" in which all steps are given for QA/QC.

Adding complete inspection plan we followed some months earlier while Cooling Towers Construction at our site.
That were 14 cells (07 x 2 parallel) all concrete cooling towers with PVC internals.
a. Documentation
i. Ensure latest drawings / documents
ii. Method statements
iii. Approved vendor erection procedure
b. Control of inspection, measuring and test equipment
c. Incoming material inspection
i. Storage, handling and preservation of all mechanical / electrical components
ii. Material receiving inspections
d. Foundation acceptance
i. Verification of positioning and anchorange on foundation of fans and gear motors
ii. Leveling plates installation
iii. Surface preparation of grouting
e. Quantitative acceptance of fabricated items as per approved drawings
f. Cooling tower installation
i. Concrete structure released for installation of equipment / steel structure
f(1). Internal Installation
i. Fills installation
ii. Wire erection
iii. Grid erection
iv. Water distribution equipment installation
v. Water distribution PVC piping installation
vi. Correct positioning of fittings (support, spacers & etc.)
vii. Drift eliminators panels installation
f(2). Fan assembly installation
i. Gear box installation
ii. Motor installation
iii. Transmission shaft installation
iv. Fan installation
v. Check for gear sense of rotation
vi. Verification of fan blade inclination
vii. Verification of centering of fan blades
viii. Release for grouting
viii. Shaft alignment check of motors and reduction gear
f(3). Fan stack installation
i. Verification of fan stack alignment
ii. Bolt tightening / torquing
iii. Release for grouting
iv. Completion check list
f(4). Structural Steel installation
i. Internal and external access stairs, ladders and platform installation
ii. Final dimensional check of the structure of cooling tower and associated components (alignment and elevation)

i. Touch-up painting of secondary structural steel
ii. Pucnh listing
iii. Final check of cooling water system
iv. Verification of completeness and conformity of cooling tower and related auxiliary systems
Against each activity a specific inspection forum was established to record the observations. The level of responsibility (survelliance / record / witness / hold) should be defined on your own understanding.
