PSV/PRV and Rupture Disc are used in plant to provide mechanical measures of protection to the equipment as per LOPA???
How reliabilities of PSV/PRV and Rupture Disc is calculated??

Yes as per Layer of Protection Analysis, PSV, PRVs and Rupture Discs are recommended to use.
The reliability is always governed by RBI (Risk Based Inspection). Reliability can be predicted if risk based inspections are being performed which help you in estimating MTBF (Mean Time Between Failures)
Reliability is normally taken in failures per million hours (failure rate)
I would advise you to go through API 580 and 581 which would lead you towards the correlation between RBI and reliability of any component.
