Here is the chemical composition for EN 10028-2 11CrMo9-10:
Carbon 0.0800 0.150
Manganese 0.4000 0.800
Silicon 0.500
Phosphorus 0.030
Sulfur 0.025
Chromium 2.0000 2.500
Copper 0.300
Molybdenum 0.9000 1.100

Actually we have to install a blind flange in this material to the outlet nozzle of an heat exchanger and unfortunately is not available with us at the moment.
A182 F22 is also not available. Please suggest us if we can install 316L blind flange in its place.

410 deg C and synthesis gas service containing hydrogen.

I would recommend that you must arrange material equivalent to F22 for this critical service.
Contact the piping designer if you can use F11 flange.

We do not have F22 or F11 flanges available at site.
We require to do something urgently. Is at all 316L acceptable?

If you have spare 316L blind flange available you can use that. Technically, there is no issue in using 316L material under the service conditions you have mentioned.
Go for that.
