Thanks for sharing but this paper is too old, I believe.
See the last sentence, "However, ASME has not accepted temper bead as an alternative technique".
ASME PCC-2 "Repair of Pressure Equipment and Piping" accepts temper bead technique as an alternative to PWHT.
