B7 bolts in place of L7

Can we apply the above (B7 in place of L7 bolts) on an Ammonia service line?
What are the risks/hazards involved if any?

What's the design minimum temperature?

As per piping design code, ASME B31.3, B7 bolts can be used at the temperature down to -48 deg C with sizes less than 2.5" diameter.
See if this is the case.
