Developing a Welding Procedure Specification

How a Welding procedure specification document is developed (Lets say we need to develop a WPS for A-106 gr.B 20'' Sch 160 pipe)? What are the main parameters which shall be mentioned in a WPS? From where to get these parameters?

See Sec. IX part QW Article II for complete guidance in developing a WPS. It explicitly mentions the requirements of a standard WPS and lists down all essential, supplementary essential and non-essential variables for all welding processes.
