What are Piping Tie - in Points ? what are the requirements for their safe execution ?

Tie-ins are the branch connections taken from the running length of piping.
They are normally taken for any modification or can be a part of design drawings.
What do you mean by safe execution?

Cold Tie-ins are ones that are taken while the piping or equipment is taken out of service and conditions are made safe for welding / fabrication / other hot work.
Hot Tie-ins are those where branch connection is made directly from the running length of the piping when it is online / in-service. It's also known as Hot Tapping.
