Storage for LPG (Liquified petroleum gas) cylinders

We need to construct / develop a storage with a capacity to store 1000 number of LPG cylinders, filled & empty. These are 12.5 kg cylinders, the common type used in vehicles & household.
Does anyone have any experience of the project?
Would appreciate if some key points are shared.

Storing 1000 LPG cylinders is a project to be handled with extreme care following Country regulatory codes and internationally acceptable standards.
Some of the considerations which come to my mind after thinking of the hazard are:
1. These cylinders should be kept in an environment where there must not be a chance of any temperature rise.
2. There must not be a chance of any impact on these cylinders which may cause any physical damage. Like placing these cylinders above ground level should be looked into thoroughly. Fall hazard must be removed in that case then.
3. Air in - out / proper ventilation shall be provide to the storage facility as in case of any leakage, air ventilation may dilute the atmosphere and make it workable for the guys detecting the leakage.
4. The storage facility must be surrounded with a proper fencing which must allow air to come in - out.
5. And not sure but I think there must be some standard dealing with the maximum quantity of LPG in one storage facility. You may have to check that.
6. Overall storage place must not be having any unnecessary structures (either civil or steel) which may hinder emergency activities in case of excessive leakage, fire etc.
