whats the difference between MTO & BOQ & BOM . kindly elaborate with example.

MTO (Material Take Off) - is a count of material required for a finished product of a work. This term is mainly used in broader sense in construction industry as it is made for a finished facility. It contains the quantity along with description and weights of the material.
MTO is sometimes made in three stages, Primary (just to start raising RFQs - Request for Quotations), Secondary (to update quantities for purchase orders and to update project estimate), Final (to incorporate all modifications in a system and to get a final cost incurred on material, it is done after the last drawing is issued for final construction means no modification expected any further)

BOQ (Bill of Quantity) - is the collection of all the quantities mentioned in BOMs of all the drawings. It is basically a bidding document mentioning material description, quantity, type, size etc.

BOM (Bill of Material) - is listing of material required against one segment (assembly) or drawing like piping isometric drawing.

BOQ is also the collection of All quantities of material description .
&
MTO is also the count of finished product .

Is BOQ similar to MTO.?

The actual difference between BOQ and MTO is that MTO includes all the materials, tools and equipment required during construction other than the consumable material. It also includes the weights of all the material and tools so that a Company may consider how to move the material, tool and equipment back after completion of construction activities.
On the other hand, BOQ is the consumable material only.

I will see for any sample MTO document as all these things are done through computer programs.
To clearly understand, let's take an example of a water treatment plant. After successful initial mechanical design of the whole facility, a sheet will be developed for the material which would be required in construction of the whole water treatment facility. That sheet would be containing everything including piping material, welding material, other consumable materials and aided materials required for construction (cranes, fork lifters, tools & equipment etc.). This would be the master sheet and is called as MTO list.
BOQ can be extracted through the master (bulk) MTO sheet and would be containing only the piping material required to construct a water treatment facility as per overall project isometric drawings, structural drawings etc. so that a bidding document may be made out of that. In other words, as I mentioned earlier it's a collection of all BOMs.
BOM would only be the material required against each isometric drawing or structural drawing need to be implemented in the field.

These terms many a times are taken in a different way in different organizations.
As mechcolor has explained MTO is normally the major head of required material then BOQ is only the consumable material required for construction and finally BOM is the material required against each project drawing.

MTO being the major head has different stages and may have divisions also like bulk MTO (totaling material requirements), intermediate (with updates) and final (as required after final issuing of construction drawings)
