salam
we've receive some materials boiler tubing
but it has sulfur and phosphorus exceeding the limit using PMI
what shall we do, reject them or make lab analysis

Phosphorus and sulfur make steel brittle if exceeded from the limits.
You can have a word with the supplier first if he can provide any clarification in this matter; otherwise reject the material.
I do not think there is a requirement for lab analysis. Why should you be investing for inspections.

May be when you are dealing with costly & specified material like boiler tubes and are interested in looking it some more deep before to declare this rejection in front of management, then you consider lab analysis.

Its the matter of boiler tubes so rejection must be made after thorough review of PMI report and may be re-checking it again. As mechcolor has suggested, you must correspond with the supplier and look into the MTCs provided along with these tubes.
Lab analysis may be carried out if supplier demands for the same.
