Pre-commissiong of a Petrochemical Plant

Is there any API or other standard for pre-commissioning of a petrochemical plant?
Normally, what I have heared from the experts is that there is no such thing and they have to develop these for every case specifically.
I have gone through an API 700 which is a checklist for plant completion and nothing other than this.
Your comments will be appreciated on the same.
