Who is responsible to perform engineering of temporary repairs? And what sort of engineering software must be used to support this? Do we have one?

This is the responsibility of Technical Engineering department to either engineer the repair, get the consultant involved, review it with all involved and then allow for implementation. No temporary repair should go unchecked from Technical function.
