What are the best practices to identify all the deadlegs at plant and perform their inspection?

Now this is one of the highest-value activities in a piping integrity program because they often corrode at rates several times higher than the active process line. Many significant refinery and petrochemical leaks have originated from deadlegs that were not included in the inspection program.
We had this formally embeded in our inspection management system but what I recall inspection team along with us as Operations took long 3 years to complete the assessment and register all the deadlegs at site. The key here is that Inspection must be taking the lead and make sure that when they involve Operations or Process, they take them on board with complete understanding of what exactly is a deadleg.
Would call here for some expert opinion from our inspection colleagues.

Better you start with having a set of deadlegs typically present, and explain that to the team involved with you to identify, if you are an inspection /integrity individual. However, as a team member, you just need to know that stagnant flow in any part of the metallic piping component pose a risk of corrosion which should be mitigated by placing in an inspection plan supported with reports and reviews. Any deterioration is required to be picked up well before an unacceptable damage.

I would recommend you to go through NACE Paper NACE-2019-13290. That provides some very good insights.
