What are the recommended practices to be followed for painting of pipelines? What checks should be incorporated in Quality Control Plan?

I saw this post very late...
Quality plan must include the following:
1. Procedures and specifications availability
2. Blasters qualification and certification
3. Painters qualification and certification
4. Verification of blasting and painting equipment (pressure systems, gauges, airless spray system etc.)
5. Verification of painting and abrasive materials to be used (manufacturer data sheet, test certificates as per ASTM or applicable standards etc.)
6. Monitoring of correct material handling, storage, issuance etc.
7. Testing samples for painting system compliance (adhesion tests etc.)
8. Verification of surface preparation
9. Recording of meteorological and ambient conditions on daily basis (RH and Dew Point monitoring)
10. Record of daily painting application work
11. Dry film thickness measurement

This would help you in laying down a complete quality plan for painting works.
