Closure Testing of Valves

Some of our valves at site are leak through in service. In order to rectify their leakage, we brought them to the workshop and tested them at 1.1 times its maximum allowable working pressure against its pressure rating but did not find any leakage. This was done as described in ASME 16.34 for closure testing.
Same valve was reported leak through on steam service.
Please advise what should be done.

As far as I know the closure testing as per ASME B16.34, API 598 and MSS SP-61 outlines the same requirements as what you have done.
Alternate gas closure test can also be performed to detect any leakage. See para 7.2.1 in ASME B16.34, para 5.1.1 in MSS SP-61 and para 3.6.2 in API 598 (low pressure closure test with air or gas).
This is all what is required as per code.
You may contact valve manufacturer for any specific requirement so as to check valve tightness at higher temperatures.

You may consult valve manufacturer to get his opinion on the same.
Testing on steam (if possible) can be a option.
