PCC-3 versus API 580/581

Risk based inspection guidelines are provided for inspection engineers in API 580/581. I have also seen a PCC from ASME.
What are the major highlights of the two and the differences? How should one proceed with these standards in order to implement Risk Based Inspection at a petrochemical plant?
