Yet to attend anything on digital twin. Which software based are these programs on? Are those web based?

Yes, but it is a combination like you can check the offerings from AVEVA & Bentley.

Bentley is particularly straightforward in this respect. Its iTwin Viewer is a web-based viewer, and the iTwin platform supports browser applications as well as desktop/mobile applications.
AVEVA is also moving heavily toward cloud/SaaS through AVEVA CONNECT, although its overall portfolio still contains traditional engineering/desktop applications.
So you don't necessarily need a powerful PC or install a huge engineering package just to explore a digital twin. The user may simply log into a browser and navigate a plant model.
