is there any mandatory guideline document telling us about heat exchangers tube internal inspection with specific NDT methods?

There is generally not one universal code saying “every heat exchanger shall have X% of tubes inspected by method Y.”
The applicable NDT method and extent depend on tube material, damage mechanism, exchanger configuration, service, previous inspection results, and the required inspection effectiveness.

Exchangers tube inspection is an added cost and it is applied only when risk based inspection asks for that.
