HSE Critical Positions

Do we have at sites all positions working within Operations & Maintenance functions, HSE critical, starting from basic technicians to engineers and senior engineers participating in task risk assessments, and change management RA?

Positions responsible to perform work and assess the condition of safety critical equipment should be the ones termed as HSE critical positions.
And yes, in principle, functions working in operation & maintenance by default would be categorized as those however, technical support functions providing decisions and advice should also be considered.
HSE support functions risk rating the scenarios as well.
Normally companies have mapped all such positions and listing is available for reference.

This mapping is primarily done based upon the job function.
All those roles are required to be mapped who are responsible to ensure safe functionality of safety critical assets at site.
I confirm we have a by default mapping for all Operations, Maintenance and Technical staff except support functions like laboratory.

I do not think that engineers, senior engineers and beyond can be considered as HSE critical roles despite attending risk assessments.
It is about performing an HSE critical job - only those roles /positions should be categorized.
Like rigger, crane operator, operator, technician, inspector etc.
