Where can we refer to flanges detailed dimensional data?
And how can we confirm the one installed was as designed /specified?

Just check in your piping specifications data to know which flange standard is applied.
For American code /standard based piping specifications, we have ASME B16.5 and B16.47 containing all this information related to dimensions and even the working pressures at different ratings.
