How change should be managed for control systems like alarms?
Similar sort of review is needed just for any other plant change?

By default yes, change management process is necessary for control systems, and yes for alarms.
Additionally, control Logic Changes, PID tuning modifications, cascade control implementation, logic sequence changes etc. all are typically requiring a review process upon any change.

I was just wondering if all alarm changes require to follow the same review process of reaching change committee. Can there be some exemptions within control systems which can be provided?

Even for these changes as well. MOC is mandatory to be followed.
You can lean the process up through coupling the review with other management commitment or take a sideline approval through correspondences but review anyhow would still be needed.

Yeah, the initial idea was just to lean the process for alarms & trips.
