Does any of the API inspection code of pressure vessels /heat exchangers calls for foundation settlement check? If yes, by what means? To perform some survey with recorded readings?

No there is no mandatory /listed requirement in API 510 pressure vessel inspection code to actually perform a settlement survey. In case of storage tanks, applying API 653 yes, it is applicable that settlement survey is performed.

According to Section 12.5 and Annex B of API 653, settlement must be evaluated during every internal inspection (Out-of-Service). If a tank shows visual signs of distress while in service, a survey is triggered immediately.
