What are the critical things to be considered when reviewing a lifting plan using heavy crane for load lifting over process lines?

Any lift over process lines is a critical lift which has to be supported with detailed engineering lifting plan, work permit, and an independent review.
It would be containing even more risk if two or more cranes are involved, process lines contain hazardous fluid, area is in restricted zone.

There is a criteria of the crane lift capacity as well when lifted load falls with 75-90% of that.
Or when you are lifting a high value asset.

There are some 4 areas we have listed in our procedure to consider when planning a lift:
1. Process Safety and Line Protection
Obviously would be linked to the content of the piping over which the load might have to be carried out, just the lifting over process lines
2. Crane Specifications and Ground Bearing Pressure
Lifting capacity of the crane connected with factors like ground bearing pressure, clearance /tail swing, and outrigger mats
3. Rigging and Load Dynamics
Here a lot of work is required to be done when forming the lifting plan. CoG identification, rigging hardware capacity, sling angles
4. Environmental and Operational Controls
Wind speed limits to follow, SIMOPS consideration, and effective communication
