During any maintenance activity, what are the best practices of using the blind as positive isolation, its engineering, and management?
Permit to work system is enough to control the whole of this blind engineering & management?

Control of any blinds are through engineering department, and supported with change management process.
No blind whatsoever is allowed to be installed anywhere without its engineering, approval, and tagging at site.

While a Permit to Work (PTW) is a critical administrative control, it is not enough on its own to manage the engineering and physical complexities of blinding.
Engineering practices are needed to be followed supported with the change management & approval system.
And to ensure that this is applied in the field, there has to be a robust blind management system in place taking care of these following three areas:

Master Blind Log: Maintain a central log that tracks every blind from "Requested" to "Installed" to "Removed."
Field Walk-down: A dedicated "Isolation Officer" must physically verify the location and orientation of blinds before the PTW is live.
Color Coding: Use high-visibility handles or ribbons for temporary blinds so they are easily spotted by inspectors.
