Can PI software help me providing a list of control valves operating near limits directly or I have to check for each control valve, the trend, and current operation?

If you are new to PI, you may need to check however PI admin can easily figure this out for you. There is no point in checking each and every control valve for the operating parameters.

Valve position trigger needs to be set > 90 for 10 minutes to avoid any spikes.
Create event frame when:
Valve near limit
Controller output saturated
PV deviates while valve fully open
This produces:
automatic logs
time stamps
duration
frequency
Eventually generate ranked constraint report.

Yes, that is possible.
Better to take PI admin support if you are not able to pull this data out.
Doing on valve-to-valve plotting basis is not practical if you have a considerable site size.
