It is the review of JSA, and monitoring of well control readiness.
In. monitoring, following comes to be taken care of:
Pump pressure
Tubing weight & forces
Depth & speed
Wellhead pressure

What exactly this RP covers?
Does that talk about the responsibilities as well?

Not directly.
API RP 5C7 does not formally define job roles like:
Operations Engineer
Field Engineer
Supervisor
It is equipment and operation focused, not organizational.
However, it implicitly assigns responsibilities through recommended practices such as:
Monitoring tubing forces
Maintaining fatigue records
Ensuring safe operating limits
Verifying equipment suitability
These responsibilities are normally carried out by:
Operations Engineers
Coiled Tubing Supervisors
Well Intervention Engineers
But the standard itself does not describe job descriptions.
