What are the best practices at your sites to have car seal control of valves?
Any periodic practice which continues with or without documentation or some controlling procedure in place?

See this has to be controlled through a procedure, checklist, and applied control on a defined interval.
If that is not there, I can guide you how can you draft one, and implement.
1. Identify the services where you need to implement these car seal controls
2. Standardize that what kind of mandatory hardware would be used to car seal the valves
3. Define the rule of authorization that which authority approval would be required to remove, and how the governing process will be in place when re-instating back
4. Verification (monthly /quarterly basis) process
5. Integration process for car seals (LOTO system /MOC - when added or removed /Blind lists /SIS - car seal impacting a safeguard)

Alright, so the controlling procedure is the thing you recommend.
Could you please point me towards the guidelines /standards which control these requirements?
Need to see them personally.

I can provide you an auditor perspective, and that should enable you to have a procedure in place:
Is there a register? So you develop one controlled through a procedure
Do seals match register (serial numbers)? Apply within the procedure to have this sort of a control (serial numbers)
Are valves in correct position? Define that for all the valves, correct positioning is tabulated in the form of a list
Are removed seals tracked with expiry? This is particularly important to have mentioned
Do you trend repeat removals (“bad actor valves”)? Would provide you leads, procedure should get a checklist which should return this value to system
Are car seals being used to “compensate” for weak design? (red flag) Should be separately addressed as well not only this Car Seal controlling procedure only
Are PSV isolation valves controlled exceptionally tightly? Protection of relief systems in place, so should be given a highlight in the procedure
