Flange joint assemblers

How important is this to qualify flange joint assemblers?
Has this been a common practice across the oil & gas sites to qualify them?

See if you are considering to connect ASME PCC-1 to the management of bolted flange joints then make this clear that the requirements are not the ones mandatory to follow and Company maintenance practices if proven and fairing good should be followed. However, if there has not been any system existing to support these requirements or the one which is existing is having identified gaps, ASME PCC-1 implementation should be one of the recommendation given by the team analyzing the practices.

With the on-going flange & gasket management, leak statistics from these bolted joints indicate the present gaps which are to be identified & addressed.
And while that is done, we have seen that the practices listed in PCC-1 helps a lot.
A specific Appendix A for flange join assemblers provide enough of the details and the method to qualify. This is one of the recommendations which I learnt were provided by our Asset Integrity personnel. The task was infact assigned to them to identify the reasons of frequent gasket leaks.
Being part of team, I observed that existing personnel were not having sufficient skills and were assessed to comply with the requirements of PCC.
Still in the process as a whole new Company procedure was recommended to be developed for their qualification.

I appreciate the feedback.
We have a flange management procedure written and being followed. I was made part of a team to assess the existing practices and conformance to the procedure. For me, I could not find qualification of flange joint assemblers as part of the procedure hence there is no practice being followed.
Interviews are being conducted but not the actual testing of the skills.
Experience is what is checked as well however I thought there must be a qualification procedure in place.
This is where PCC-1 came in.
