That truly depends upon the construction of the double wall storage tanks at your facility.
Interstitial monitoring stands as the first testing between the double walls to detect any leaks through sensors. Monitor pipe is the one which act as a mechanical barrier to detect and report the leak.
Other inspections which are required to be performed are all the same which are required for the single wall tank.
Ammonia SCC is the primary damage which is required to be inspected for to provide assurance on the health of the tank.

See for anhydrous ammonia storage tanks, material used is carbon steel and possible damage is stress corrosion cracking.
Follow the details as in API 571, and accordingly develop an inspection plan.
1. Be sure that the areas prone of high stress (welds & HAZ) are effectively covered to look for possible cracks
2. Use WFMT methods to detect for possible SCC cracks
3. Make a reasonable coverage of the high stress areas to ensure that the tank is free of any cracks in those locations
4. Deploy external angle beam UT from outside to confirm the welds are HAZ are good
5. Have good operational controls, no O2 ingress (less than 1 ppm)
6. Make sure if there has been any repair identified during construction or operation, that area is checked during every inspection
