Wa Alaikum Assalam,
The first pass of the weld shall be completed from inside and then the examination must be done for any leakage.
Why do you want to conduct an oil test? Is it a contractual requirement?

1. Complete one pass of inside fillet weld first
2. Remove all the contaminants, dust particles etc. from the inside fillet weld
3. Visually examine the whole circumference of the weld
4. Apply light diesel (we always use that) on the weld joint
5. Apply dry chalk powder on the outside of the annular plate
6. Wait for four hours
7. Start inspecting the whole circumference closely for any leakage

Cautions:
a. Do not apply so dense chalk powder that the diesel may not be able to come up
b. Diesel must be applied properly on the whole circumference of the inside fillet joint
c. Do not make more than one fillet pass inside in order to conduct the test
d. After successful completion of the test, proper cleaning is mandatory so that no weld contamination must take place

yes it is contract requirement.

As per API only one side is to be welded & from other side oil is injected between the gap of annular plate to shell.
Wet or dry chalk poweder is applied.
needs detail procedure
