What is meant by "stationary header" and "floating header" wrt fin fan coolers? (air fin coolers)

Fin fan coolers have coil / bundle which consists of headers, tubes, frames and tube supports. Headers are like the channels at the either ends of the tube bundle which can be stationary or floating.
The concept is the same as like in shell and tube heat exchangers. For any anticipated thermal growth, you have to keep the header floating or in other case stationary will work good.
