We have to carry out successive hydrostatic testing at our site for which we would be installing many test blinds.
What should be the inspection protocol for test blinds welded to the pipe ends?
Pipe thicknesses and material vary from 6mm to 58mm and carbon steel, low alloy steels to stainless steels respectively.
Also please let me know whether PWHT has to be carried out on test blinds welded to the pipe ends where thickness or material asks for that.

Few months back at our site while construction phase of a new plant, we did not carry out RT on any of the weld joint however, visual inspection plus dye penetrant for root and final was ensured while one inspector dedicatedly assigned on welding job.
All the test blinds were installed considering NO RADIOGRAPHY for joint efficiency.
No PWHT was done on any of the temporary weld of test blinds as the weld was to cut in some time and the CLOSURE joint was to be welded with the system piping.

Sincerely speaking we carried out on some and skipped some too.
As already explained we increased our inspection controls on welding of test blinds so that we can save much of time by avoiding cumbersome NDTs and PWHTs.
In this way we carried out almost more than 200 hydrostatic tests on different pipe sizes and materials with no issues.
