Hi novice,
Following four key factors shall be considered while laying out any piping.
1. Process
2. Maintenance
3. Travel
4. Thermal Expansion
5. Supports

Normally, all the utility piping including you mentioned are placed on top racks due to long travel and covering more than one single area. Nitrogen, air, utility steam and water lines can be placed along side with each other on top rack.
