Purging is carried out to clean the piping by removing impurities and other foreign unwanted materials.
Purging is also made with nitrogen if welding of a certain material is to be made in the absence of oxygen. Purging with nitrogen is normally practiced where a large volume is present which needs to be air free before start of welding operation.
I do not see any specific safety requirements else avoiding from any suffocation in nitrogen rich atmosphere. Personnel likely to be affected may use gas masks.

Yes, ARPRO is right. N2 Purging is used to

1. To remove suspended Hydrocarbons to avoid airfuel mixture pron to explosion when HOT WORK like welding is done.
2. N2 purging of vessels in being done before the removal of their Manhole covers. This is for initial inspection of the vessel to check its inside condition. Air breathing Apparatus SCABA is used in this atmosphere.
3. N2 purging/Filling is being done in case of Reactors for loading catalyst when there is need of inert atmosphere.
4. I think N2 pressure and temperature can be vital and recordable while its application in vessels where there is man entry.
