Here is where redundancy comes into play. Then adjust the process variables and see if there are changes.
If one measurement is not right, it is probably the instrument fault.

Mesh pads choke when liquid load gets high. They flood, pressure drop spikes, and efficiency collapses.
Vane packs handle much higher liquid rates because liquid drains by gravity along the vanes. There is no “liquid holdup” like mesh fibers.

Fixed tubesheet exchangers often need expansion joints which is a weak component, quite expensive, and has got a risk of failure.
U-tube avoids this completely which means more reliable long-term operation.

Those clips usually mean fireproofing was part of the original design intent but was either:
Missed during construction / commissioning;
Removed later during maintenance or modification, or
Never installed despite IFC drawings / vendor data requiring it
