I am asking with reference to the vibrations, and erosion happening on the inlet & exit of the heat exchanger piping elbows. All what our Process Engineers are saying is that there hasn't been any issue on their side.

That is something you do when validating the corrosion control program as well including:
Corrosion inhibitor injection systems
Filming amines / neutralizers
Oxygen scavengers
Coupons are required to confirm before injection (worst case) and after injection (effectiveness).

How can one know if the flow across the tubes of a heat exchanger is turbulent in nature?

Temporary repairs are required to be managed very well.
