A good way to check looseness is by taking phase readings at different points and comparing them with the adjacent components.

Normally if the cooler is located inside the oil console, you have to have a spare cooler. Because cost of contamination of 1500~2000 gallons of oil justifies it.

Be it rubber lining or Polymeric coating, each has its fate as disbonding. best solution is SS lining with 4mm sheet. Also no maintenance problems. That's my experience . Am not a manufacturer. And I can bet its the best for your remote plant.
