yes it is contract requirement.

As per API only one side is to be welded & from other side oil is injected between the gap of annular plate to shell.
Wet or dry chalk poweder is applied.
needs detail procedure

I want detail procedure how to conduct oil chalk test for Shell to annular fillet weld checking.

should chalk powder be wet or dry.

where to apply.
weld to be completed first inside or outside.
Detail procedure appreciable.

Average wall thickness

In Fired heater tubes are specified by "average wall thickness" & not by nominal thickness. In case we have to procure the heater tubes & to check whether it conforms wrt average wall or not, how we should proceed?

The test pressure is dependent on design pressure. I dont think any relation with stored energy . Stored energy is calculated by P X V which will be depedent pressure & volume.
