See as you may know API 653 limits dependability on AET while considering that as an inspection tool providing quantitative inputs.
You may still use the technique to reconsider performing internal inspection at a later date as some confidence can be gained within RBI.

That is the point. All contributing elements to updated PSI would be falling in Tier-4 as leading however PSI itself a lagging indicator with gaps.

That is a very localized assessment and HTHA may get skipped from where the sample is taken.
A lot then depends that how the sample is taken.
That is the reason now inspection programs to detect HTHA depends upon ultrasonic methods including backscatter techniques, velocity ratio methods, PAUT, TOFD ...
