No, QA and QC have an important role in an organization - they are just not involved in the writing of test procedures

The Plant (sub controllers) each are able to perform a subset of the total DCS function these (sub controllers) can then be Distributed over a large area so the control is Distributed to these (sub controllers)

I am an E&I engineer. I usually get the vendor to submit a test procedure and I will check and the Project authority will approve. Alternatively I will write it myself and approved as before. QA/QC are notinvolved

The Plant (sub) controllers are distributed throughout the plant and all these distributed controllers are connected for control purposes
